把两方面的问题分开说，你这个是outbuilding。
1。Planning permission的问题，满足以下条件不需要申请planning permission。基本可以说不超过花园的50％就可以。

No outbuilding on land forward of a wall forming the principal elevation.Outbuildings and garages to be single storey with maximum eaves height of 2.5 metres and maximum overall height of four metres with a dual pitched roof or three metres for any other roof.Maximum height of 2.5 metres in the case of a building, enclosure or container within two metres of a boundary of the curtilage of the dwellinghouse.No verandas, balconies or raised platforms.No more than half the area of land around the “original house”* would be covered by additions or other buildings.In National Parks, the Broads, Areas of Outstanding Natural Beauty and World Heritage Sites the maximum area to be covered by buildings, enclosures, containers and pools more than 20 metres from house to be limited to 10 square metres.On designated land* buildings, enclosures, containers and pools at the side of properties will require planning permission.Within the curtilage of listed buildings any outbuilding will require planning permission.[/ul]

2。Buidlng Control的问题，不超过30平方米，没有sleeping accommodation，不需要buidling control。
如果是我的话，我会建一个大的然后走building control。

在伦敦绝对值得扩，现在伦敦贵的地方房价都超过15k一平方米了，便宜的地方也超过5k一平方米了，做extension一般不会超过1500一平方米的，如果条件允许要做就做大，这样平均每平方米的花费就会低一些。
