OPEC is an international organisation made up of eleven oil producing nations. Its mission is to coordinate and unify the petroleum policies of member countries. It ensures the stabilisation of oil markets in order to secure an efficient, economic and regular supply of petroleum to consumers, a steady income to producers and fair return on capital to those investing in the petroleum industry.
Dr Khelil graduated with a Ph.D. from Texas A and M University in Petroleum Engineering in 1968 and went on to work for Shell and Phillips Petroleum in the USA.
In 1971 he returned to Algeria as Head of the Petroleum Engineering Department at Sonatrach and President of Alcore, a joint venture between Sonatrach and Corelab.
He was a technical adviser to the President of Algeria from 1973-1976 and later became President of the Valhyd Program in Algeria to plan, develop and finance hydrocarbon resources.
In 1980 he joined the World Bank, responsible for Petroleum Projects in Africa, Latin America and Asia. He then became Head of Energy Unit for Latin America, and finally was Petroleum Adviser.
He took early retirement from the World Bank in October 1999 to become Adviser to the President of Algeria in November 1999 and was named Minister of Energy and Mining on December 26 of that year.
He has taken on further responsibilities on an international scale including: as President of OPEC in 2001; President of the African Energy Commission since 2001; President of the Organisation of Arab Petroleum Exporting Countries in 2002 and President of the Association of the African Petroleum Producers Association in 2004.
Dr Khelil was conferred the honorary degree of Doctor of Science by Professor Peter Robertson, Vice Principal and Pro-Vice Chancellor of RGU, in December 2006. He will commence the one-year appointment as President of OPEC from January 2008.
