小孩比来在英国出世，在他生的时分父母还都有各自的tier 2, 之后父亲曾经换了PR, 母亲再过几个月也能够换PR了。 小孩目前曾经拿了中国的护照，尚无办任何英国的签证
想请问一下：
1， 小孩是不是能够请求PR
2， 小孩请求PR以前是不是需求先请求dependent visa？
之所以问第二个问题是由于我看到ｇｏｖ网站上说

由于小孩出世在英国 所以没有请求任安在英国签证，所以不知道按照下面的第一条，是不是需求请求
