楼上是字面解释，这里的exempt from i妹妹igration control 不是指永居，永居的时间是算入入籍QUALIFYING PERIOD外面的。这里这个exempt from i妹妹igration control 是指在英国之外交人员或拜候军事人员身份居英的时间，或是受拘押的时间。
楼主这句话残缺的解释在入籍请求的guidance外面，第二部份的第6页有阐明：
Time spent in the UK while exempt from i妹妹igration control (for example, as a diplomator a member of visiting armed forces) or while in any place of detention (or unlawfully absent from such a place) does not normally count as residence in the UK for the purpose of calculating the residential qualifying period. It is usually treated as absence from the UK.
