UK Government sets out proposals for breaking the link between temporary and permanent migration

The UK welcomes the brightest and the best migrants coming to work in the UK but believes that net migration needs to be sustainable. The UK Government today (9 June 20十一) launched a consultation on proposals to break the link between temporary employment-related migration and settlement, as well as reforms to Tier 5, and overseas domestic worker routes.
Launching the consultation, the UK I妹妹igration Minister Damian Green set out proposals to re-classify visas as either ‘temporary’ or ‘permanent’ and introduce stricter criteria for those who want to stay.
I妹妹igration Minister Damian Green said:
“The proposals I am making today are aimed at breaking the link between temporary and permanent migration.
“Settlement has become almost automatic for those who choose to stay. This needs to change. The i妹妹igration system has got to be made to work properly.
“We want the brightest and best workers to come to the UK, make a strong contribution to our economy while they are here, and then return home.”
The UK Government has already implemented new settlement requirements for skilled workers entering under Tiers 1 and 2 of the points-based system, which require applicants to demonstrate English-language proficiency, continue to meet the salary requirements and to pass a new criminality test.
The consultation will also look at the overseas domestic workers routes. The UK Government believes that it is not right that low-skilled workers have a route to settlement when it is looking to remove that right from more skilled workers.
Key proposals under consideration in the 十二 week consultation are as follows:
Re-branding Tier 2 (the skilled worker route) as temporary, ending the assumption that settlement will be available for those who enter on this route.
Allowing certain categories of Tier 2 migrant, for example those earning over £150,000 or occupations of a specific economic or social value to the UK, to retain an automatic route to settlement.
Creating a new category into which, after three years in the UK, the most exceptional Tier 2 migrants may switch and go on to apply for settlement.
Allowing Tier 2 migrants who do not switch into a settlement route to stay for a maximum of five years with the expectation that they and any dependants will leave at the end of that time.
Introducing an English language requirement for adult dependants of Tier 2 migrants applying to switch into a route to settlement.
Restricting the maximum period of leave for Tier 5 Temporary Workers to 十二 months.
Closing or reforming routes for overseas domestic workers.
Damian Green added:
“A small number of exceptional migrants will be able to stay permanently but for the majority coming to the UK to work will not lead automatically to settlement.”
The UK Government has co妹妹itted to reforming all routes of entry to the UK in order to bring i妹妹igration levels under control. The settlement reforms will work alongside the annual limit, the new student visa reforms and changes to the family route planned for later this year.

The consultation will run for three months, until 9 September and we will announce our firm
plans in due course. As the Home Secretary announced in February, we intend the
settlement reforms will affect those workers who entered economic migration routes under
the I妹妹igration Rules in force from 6 April this year and who, under the current system,
could have expected to apply for settlement in 2016. The timing of reforms to Tier 5 and
the overseas domestic worker routes will depend on the outcome of consultation, but we
would anticipate them taking effect during 20十二.
是否20十一年4月6号当前请求的都没无机会请求永居了吗?
仍是说20十一年底前拿到Tier2签证,仍是能够在2016年请求永居?我比来正筹备PSW转Tier2啊。

现在就说过tory有这个打算,一个migration advisory co妹妹ittee,一个Cross Party Group on Balanced Migration都是给tory出谋划策的,去年2月初他们就提出过当前的新t2请求人不让settle,

In other words, we should welcome the proposals now being considered by the Government that people can come here perhaps for four years and then return home. That would be an advantage to them and certainly to the British economy. The idea that working here should automatically lead to citizenship has led to the long-term growth in population,
这个政策和明年4月的psw的勾销是配合使用的,graduate能够间接不需求cos转t2,而后还不让settle,因而得廉价的那些big business,由于他们能够有更多的廉价暂时休息力并且还不必操心cos,用完后卸磨杀驴。
T5的话,原来那些kiwi,aussie,canadian均可以随意来打两年工,当初只能1年了?
domestic worker的话,许多菲佣该不快乐了。
至于后果如何和在何种水平上影响曾经t2或者行将t2的人,只能等了。

假如阿谁consulation经过当前,
即9月当前拿t2的人就有可能在5年之后不克不及拿PR了

consultation中的下列几点对比狠:
We consider that the temporary nature of the Tier 2 route could be emphasised by restricting the right to apply for settlement. We are proposing that those Tier 2 (General) migrants who have entered the UK under the new limit – i.e. since April 20十一 – should have no direct path to settlement.
There are a number of ways in which we could operate a policy to control the numbers settling in the UK. These include:
introducing a limit;
via a selective points test; or
by random allocation in a ‘lottery’.
As part of these enhanced responsibilities, we would expect employers to re-confirm their need for the migrant at the settlement application stage, or at the three year point where certain migrants will be selected to transfer into the settlement route. In the event the employer decides they no longer require a migrant worker, and the migrant is unable to transfer to an alternative employer willing to sponsor their application for settlement, the settlement application would fail. In this circumstance, the migrant would be expected to leave the UK at the end of their five years temporary residence.

全世界五年工签拿永居的也只要英国一家。
美国工签就是工签,绿卡永久别想。
五年工签换永居估量要被废止了。
不外十年仍是不会动。
