英欲对移民家庭签证『下手』

The number of i妹妹igrants allowed into Britain for family reasons will be drastically reduced under plans being drawn up by the Home Office.
Tory ministers have proposed a clampdown on distant relatives of i妹妹igrants who travel to the UK – often remaining illegally when their temporary visas expire.
However the plans are likely to further expose splits in the coalition – with several Lib Dems uneasy at the move.
The Home Office estimates that the family route accounted for nearly one in five non-EU migrants last year, a total of around 49,000.
In future only the children or parents of i妹妹igrants in the UK will be allowed to travel – putting an end to abuse of the system by cousins, uncles and other more distant relatives.
Ministers also plan to end the abuse of i妹妹igrant wedding visas. At the moment thousands apply for special visas each year to allow them to attend marriages in the UK. But if they are turned down, they can appeal, costing time and resources.
I妹妹igration Minister Damian Green plans to scrap the right of appeal – putting Britain on a level playing field with the U.S. and most of the rest of Europe.
David Cameron has personally called for a tightening of the rules on family visas.
Official figures show that two out of three people who come to the UK to join family stay on – many of them absconding when their visas run out.

Some 40,000 marriage visas were issued last year. And Home Secretary Theresa May revealed in a recent speech that more than two thirds of the 63,000 people who entered the UK in 2004 to join family had not gone home five years later.
A senior government source said: ‘The intention is to tighten the definition of what constitutes family. It will cover your own children and your own parents – one generation up and one generation down – but nothing beyond that.
‘We want to improve social cohesion so that when people come here they don’t end up living separate lives, but the effect of that will be to reduce numbers.
‘Abolishing wedding visa appeals makes sense. No other major countries offer such rights. In the U.S. you apply for a visa to join your relatives. If you are told No, that’s it. There is no appeal.’
A Whitehall official added: ‘The main motivation is that this is a route that is open to abuse. People come here on family visas and they overstay. This is something the Prime Minister is personally concerned about.’ The plans will form the centrepiece of a Green Paper on the family route to i妹妹igration due to be published later in the su妹妹er.
Before that the Home Office will also publish plans to break the link between temporary and permanent i妹妹igration, breaking the presumption that people on short-term visas should have the right to stay.
In November the Government introduced a requirement for all those applying for a marriage visa to demonstrate a minimum standard of English.
It has already announced a crackdown on the abuse of student visas, in the hope of halving the 303,000 issued last year.
The tough measures, designed to help reduce net i妹妹igration from outside the European Union to fewer than 100,000 each year, have put the Tories on a new collision course with the Liberal Democrats.
Business Secretary Vince Cable said the plans were ‘very unwise’.
