permission还没有批下来, 就不确定房子要怎么扩, 扩建方案不确定, 水电的活能先做一部分吗? 像批灰, 装厨房, 装浴室, 刷漆, 地板这些是不是水电都铺好之后的活?
if these work (批灰, 装厨房, 装浴室, 刷漆, 地板) is inside the existing house then you can do it. internal refurbishment does not require planning or building control. if these are for the extension then NO (unless the extension does not require permission, each borough has different rule for exemption, so pls check with local planning department).
for your second question re: costing, your best bet would be either:
do it properly: Find a local architect, pay him upfront a small fee for him to come with you for a viewing of the house you intend to buy and figure out what you can do and cannot do and where the structure is; if its just, say, a 2 storey detech the structure is usally pretty simple. Local architect should also be able to tell you a rough idea of the cost so you know if you have enough money to do the buidling work (it wont be 100% accurate, just an estimate). Ask him to give you some sketch of ideas before deciding if you want to hire him (for a fee) to do the design + planning appplication for you. (if you are lucky, the local architect may also know if you really need a planning permission or not!). You can also pay the architect to monitor the building work as well once you find a builder, but all his service would require a fee so you need to factor that in.
do it on the quick and cheap: go straight to a local builder and ask him to do exactly the same (viewing with you, check structure, design, submit planning application / building control and build it), tell them what you want to do and ask them to give you a price and how long it would take to build. if the price is too expensive you can always ask him to use something cheaper or you can buy the expensive things yourself (kitchen / tiles) and supply to him so the contractor does not take a mark up.
option 1 is a bit more safe because the architect knows what to do to protect your interest, esp on price and design.
option 2 will be quicker and cheaper (you dont pay architect) but its more risky because you dont know if the builder is trust worthy.
From experience, even if its a small extension, you will still need to invest in a lot of time and patience to work with either the architect or teh buidler to get what you want. its NOT as easy as what you see on tv sometimes. good luck!

可以 先做里面的装修,预留冷热水,电,暖气管道至可能扩建的位置,如果扩建是厨房或卫生间,还需要考虑排水
