申请政府£25k Retail Grand Funding被拒。理由是business rate account 上 property mark as empty。
我的情况是这样的，2019 12月开始付business rate，那时候没有装修，装修是3月2号开始的，计划4月初开业。
Grand Funding要求3月11号前property就要 occupied。我装修是3月2号开始，不知道可不可以去跟council appeal说2号其实就occupied，不知道这个occupied定义应该是怎么样。查了很多政府网站，都没有具体说明。急求支招啊！

每个月都交rate 谁申请的empty? 有什么好处么？

装修期间也不算occupied。 不过你可以写信让council重新考虑你的申请。申诉书会写吗？

The purpose of my letter today is to appeal my application for government grant. I am very upset because My government grant application was rejected due to empty. I hope to appeal my application through the following reasons and supporting documents.
I had the shop lease in December 2019 and started renovations in early March 2020 then business starts in April 2020. Therefore I personally think that the store was not vacant during xxx period. I have attached supporting documents included lease , 2 utilities bills, rent payment proof etc.
I believe this is a difficult year for anyone。This money means a lot to me, and I hope to get it to support my business… I urge you to reconsider my application to help my business get through this difficulty.
