NI就是个名不失实的税，NI和Paye离开收一同用，早就该改了，要不把NI都只给NHS和pension用（这样NHS再喊缺钱的话，间接追溯源头能够分明看到征税人的奉献度以及剖析缺口在哪里），要分歧二为一，这样能力提现真正的税率。。。
