NI就是个名不属实的税，NI和Paye分开收一起用，早就该改了，要不把NI都只给NHS和pension用（这样NHS再喊缺钱的话，直接追溯源头可以清楚看到纳税人的贡献度以及分析缺口在哪里），要不合二为一，这样才能提现真实的税率。。。
