The first bench, comprising Chief Justice M Y Eqbal and Justice T S Sivagnanam, passing orders on two public interest writ petitions on Wednesday, said: "We direct all persons connected with colleges not to allow the students to indulge in the so-called 'Bus Day' celebration in such manner. The director-general of police and the commissioner of police are directed to stop the bus day celebration, which is celebrated in such an illegal way causing serious inconvenience to the public at large and breaking the rule of law."Pointing out that on March 2, 2011, itself the bench had banned 'Bus Day' celebrations and indicating that non-compliance would attract contempt proceedings, the judges said: "Inspite of the order passed on March 2, 2011, if such an incident is repeated, then it will amount to non-compliance of the order by the authorities and the college concerned, for which, they may be held responsible for initiation of appropriate proceedings."The bench reiterated its earlier orders after advocates R Krishnamurthy and R Y George Williams filed separate petitions last week, citing the revival of the banned event.Krishnamurthy, representing Srinivasan of Poonamallee, cited reports in The Times of India and wanted directions to the authorities to take preventive steps to implement the ban.George Williams, representing the Nethaji Pokkuvarathu Thozhilalargal Padhukaappu Sangam, wanted the court to direct heads of educational institutions not to allow the menace outside their premises. Pointing out the safety hazards for the bus crew, he also wanted the court to direct the police to provide necessary protection to passengers, drivers and conductors. The directions shall cover the private buses as well, he said.The present round of cases began after The Times of India extensively reported, with photographs, the stone-pelting incident perpetrated by students of Pachaiyappa's College on February 9. Several passengers, including a child, were injured in the incident and many buses damaged. Nearly a dozen students have been arrested and slapped with attempt to murder charges.
