The higher education systemin Indiahas grown in a remarkable way, particularly in the post-independence period, tobecome one of the largest systems of its kind in the world. However, the systemhas many issues of concern at present, like financing and management includingaccess, equity and relevance, reorientation of programs by laying emphasis onhealth consciousness, values and ethics and quality of higher educationtogether with the assessment of institutions and their accreditation. Theseissues are important for the country, as it is now engaged in the use of highereducation as a powerful tool to build a knowledge-based information society ofthe 21st Century. The Indian higher educationsystem is one of the largest such systems in the World. It is estimated thatduring the tenth Year Plan period (2002-07), there will be a tremendouspressure of numbers on this system and a large number of additional studentswill be knocking at the doors of higher education institutions in the country.There are also new challenges of management and regulation being faced by theseinstitutions, which require serious attention, both at the institutions in thepublic sector and also those in the private sector now growing at a fast pace. The old structures of managementestablished in pre-independent Indiaand working during most of the twentieth century are now required to undergodrastic changes. Besides, the demands of the society for quity andaccommodation cannot be neglected any more. The new regime under WTOwhere competence is the cardinal principle of success in International operations hasmade it abundantly clear that the country should exploit its excellentpotential in higher education and training facilities and prepare itself toexport the Indian brand of education to foreign countries. Policy planning andevolving strategies for this task are somewhat new for the country. But, thisis an opportunity which cannot be missed by India, as it offers interestingpossibilities for strengthening of the nation's talent and resourcefulness.
