One striking difference between the developed and least developed countries is that while many things. may divide us like political differences, economic competitiveness, ethnic divisiveness, etc in one particular area we have shared common concerns that is we all need human resources development (HRD). The concern of bodies such as the ILO, UNICEF, WHO and UNESCO have increasingly felt, over the past few decades, the crucial importance of human resources as both instrument and objective in accelerating and sustaining growth and development. After many decades of development, it has been rediscovered that human beings are both the means and, the ends of economic development. Often this simple truth got obscured because usually we talked in terms of abstractions, in aggregates, in numbers. Human beings, who had not easily lent themselves to becoming an abstraction, were conveniently forgotten. When we talked about means of development in economics we often meant investment capital. In fact, capital had taken counter stage. And yet human capital, which made the critical difference among various societies, was measured neither quantitatively nor qualitatively nor it receive the kind of attention that it deserved. Many societies were not able to develop despite abundance of financial capital. The experience of many countries is that in the final analysis, it was human capital, human institutions and skills which were missing and without which it proved impossible to translate the vast, windfall gains of those countries into real development. It is also observed that many countries with similar development potential based on their natural resource, endowments had .developed very differently due to differences in their human capabilities. This fact largely explains the real problems and differential development paths of many countries. This critical difference was made by human skills and enterprise and by the institutions responsible for producing these. Now, it has been established that lack of recognition given to human beings was an end of development. And yet there had rarely been any consistent, comprehensive analysis of how to integrate, this human resource factor into development as both means and end. Now it has been realised all over the world that a more educated and trained, healthier and better-fed population is a p re-requisite for economic growth and development. Education, health and nutrition which are part of HRD process are very important as investment in education yields high social results and a healthy and well-fed labour force is obviously likely to be more energetic, both physically and mentally and thus more innovative and productive than one which is s1ck or hungry. National plans and international policy actions are being based on a clear recognition of the central importance of human focussed development strategies. A longer-term perspective has been adopted to measure the impact of all economic policies on the welfare of human beings. If shot-term adjustments to a sudden diminution in internal and external resources were made, disproportionate human costs are being avoided and short term solutions are not being bought at the risk of creating permanent imbalance in human lives. Human potentials are being developed to the full. For this a major rendering of investment priorities in the developing countries, particularly by reducing non-productive. expenditures and through specifically targeted international assistance are being made. Focussing on human development implies a major stress on poverty alleviation and the attainment of basic human needs in the formulation of the development strategies.. The progress of human focussed development plans is being monitored and managed to accommodate the impact of new technologies on employment. Human resources are tried to be managed not only at the international or national levels but also at the enterprise and community levels. New working relationships are being developed in enterprises wherein human beings are not reduced to an impersonal abstraction, but become an integral member of living entity. New family norms are also being developed to find a compassionate compromise between the natural urge towards greater individual freedom and the social responsibility towards ones family. Though some countries of the world are lagging behind in. full-fledged development of human resources yet they are trying hard to achieve these objectives. And if these countries successfully overcome the challenges before them, may be then there could be revolutionary changes in the field of HRD. May be then human civilisation and democracy might reach another milestone when, instead of being the residual of development, human beings shall become its principal object and subject not a forgotten economic abstraction, but a living, operational reality; not helpless victims and unleashed, but its masters.
